Office and Commercial Maturity

To support future commercial growth, the Town initiated a commercial market analysis and office market study to evaluate existing inventory, market demand, and development feasibility. 

The findings are informing a renewed emphasis on attracting mixed-use and traditional commercial development, including retail and office uses, to strengthen long-term market readiness.

Milton’s Office Market

From 2021 to 2025, the Professional, Scientific and Technical Services (PSTS) sector reported growth of 34 per cent. Milton’s share of employment in the sector was 15 per cent higher than the national average in 2025 and continues to grow.

Milton’s strengths as a Professional Services hub, combined with impressive population growth rates, and low vacancy rates of less than one per cent on average over the last 10 years continue to drive the rising demand for office space., creating new opportunities for developers looking to invest in the Milton market.

To support the growth of this sector and bring new inventory to the community, the InvestMilton team has undertaken a comprehensive research project gathering data, evidence, and information to support Town staff in policy decisions around this emerging market gap. The team continues to focus on engaging developers, supporting the advancement of office projects in targeted growth areas and identifying key locations for redevelopment across the town that will support new office supply, including Steeles redevelopment projects, Agerton employment sites, and the downtown Civic Square.

Establishing a long-term office development pipeline is essential to retaining and growing office‑based employment, supporting the daytime economy, and ensuring that Milton can provide space for knowledge‑based firms already emerging within its population.
