Civic Square: Positioning Downtown Milton for Investment, Talent, and Long-Term Growth

Approved by Council in 2025, the civic square represents a phased transformation of downtown Milton into a pedestrian-oriented, mixed-use district, anchored by Town Hall and Main Street East.  

The project replaces surface parking with a flexible public square, enhanced streetscapes, and future development opportunities, creating a stronger foundation for both business activity and private investment. 

A Catalyst for Investment — Not Just a Public Space 

The civic square reflects a deliberate first-mover investment by the Town to create the conditions for private-sector growth. 

Phase 1- Design Concept: Present to 2031

Phase 1 introduces a central public square and improved connectivity along Mary Street, enabling: 

  • stronger integration with Main Street businesses 
  • expanded retail activation and outdoor programming 
  • a more walkable, experience-driven downtown

 

This early investment increases visibility, supports local business activity, and establishes a stronger foundation for future redevelopment. 

Existing properties along Main Street are well positioned to benefit, with opportunities to reposition or retrofit buildings to front both the street and the new square — unlocking new commercial uses and value over time. 

Future phases will bring forward additional mixed-use development opportunities, including on Town-owned lands, creating a longer-term pipeline for private-sector investment aligned with market demand. 

This phased approach: 

  • reduces investment risk 
  • creates flexibility for developers 
  • enables development at the right time and scale 
Phase 2- Integration of future commercial/community/mixed-uses into the precinct: 2031 to 2045
Phase 3- Full pedestrianisation of the precinct: 2045 to 2051
